142/02 The Council considered the following planning application.
02/00591/FUL: 10 livery stables and tack room with associated car parking and land for horse pasture; Land off Back Lane, Balterley.
RESOLVED that
the Council recommends the rejection of this application on the grounds that:
a)
The
proposed development is in the Green Belt and on high quality Grade 3A land.
(Policy S5 Local Plan 2011)
b)
Back
Lane is totally unsuitable for the movement of horse boxes or trailers as
demonstrated by photographs supplied by a member of the public that are to be
sent to the Planning Authorities.
c)
The
inadequacy of the verges to support any vehicles that would have to use them to
allow vehicles to pass there has been need for the drainage ditch and verges
to have significant and regular maintenance to avoid flooding of the roadway.
d)
Whilst
the Council accepts the need for economic regeneration of the countryside, it
could not fail to note the contradiction between an application of this nature
and the recent number of local permissions to convert farm buildings to
residential use.
(7 for; 1 abstention as it could be
considered that there was a personal interest in the application)
